The electronic invoicing reform will profoundly transform business management processes in France between 2026 and 2027.
All organizations will be required to:
- send and receive electronic invoices (e-invoicing),
- submit certain billing data to the government (e-reporting).
To do this, you have two options:
- the Public Invoicing Portal (PPF), established by the government,
- an Authorized Platform (PA), formerly known as a Partner Digitization Platform (PDP).
Public Billing Portal vs. Approved Platform: What Are the Differences?
- The PPF: free and accessible to all businesses, it centralizes invoice flows and serves as an “official channel.” However, it remains basic: it does not handle all specific cases, does not provide personalized support, and does not integrate natively with your business tools.
- The PA: Approved by the tax authorities, it supports regulatory formats, automates data exchanges with the PPF, and offers value-added services (conversion, ERP integration, reporting, support, and innovation).
In summary: the PPF is a legal minimum, while the PA is a true performance booster.
What is the purpose of an Authorized Platform in electronic invoicing?
An Approved Platform plays a central role in the new electronic invoicing system. Its usefulness is reflected in several key functions:
- Securely transmit invoices and tax data (whether through e-invoicing or e-reporting).

Can you choose more than one Approved Platform?
In theory, a company is not limited to a single Approved Platform. However, each invoice can only be routed through a single platform at a time to the Public Invoicing Portal (PPF). In other words, you can use multiple service providers, but you cannot split the processing of a single invoice between two platforms. However, this approach adds to the complexity of management and is not recommended.
